Fire devours 3 houses at Pasighat,  Boleng

PASIGHAT, Oct 27: Advisor to Chief Minister, Bosiram Siram has expressed shock and sadness over the unfortunate fire accident of Yapgo village, Pasighat where house of one Roshlin Boko was gutted completely on Sunday night at around 9pm.

Siram along with ADC Deepak Shinde, ZPC Kaling Dai, DDMO G Tsomu and local leaders visited the victim family and handed over Rs.5000 on behalf of the district administration. Siram sought a detailed report on the unfortunate incident and further informed that he has already taken up the issue with the concern authorities for follow up actions. At the same time, Siram appealed the people to remain alert and be cautious as fire accident occurs frequently in Pasighat and called upon the administration, PRIs, civil societies, NGOs and student unions to create awareness on fire mishaps amongst the rural people. Meanwhile at Boleng, houses of one Tajir Paboh, a teacher and Matdang Tatin have been completely gutted in a fire accident while house of Tagam Komut, BEO was partly damaged on Monday afternoon at around 2pm in the fire.

Huge household properties were lost within no time. The district administration handed over Rs.2000 each to the victims as immediate relief, informed T Mize, ADC Boleng. DIPRO

 

Case registered against Chit Fund Company

ITANAGAR, Oct 27: City Police has registered a fraud case against Chit Fund Company 'Jiyo Aur Jine Do' functioning from a market complex here.

A case under section 120(B)/420 IPC was registered at Itanagar Police Station against the chit fund company on receipt of complaints of duping/defrauding crores of rupees from its customers of Itanagar area, informed Capital SP Devender Arya.

The office of the chit fund company here has been closed down a year back and the staffs are absconding, the SP informed.

SP Arya appealed to the customers of "Jiyo aur Jine Do" who opened their accounts at Itanagar branch to submit their claim along with photo copy of the passbook of account before OC Itanagar Police Station on or before November 10. The investigating agency is facing difficulties to ascertain the identity of the deceived customers due to lack of proper records, the SP added.

 

APSTS service disarray in Tirap

ITANAGAR, Oct 27: The State Transport Services in Tirap are in total disarray for want of more new buses. There are altogether nine buses out of which only five are operational. These five buses which are somehow running are also quite old having seen 8-13 summers and outlived their durability. The five buses are off-road and in real bad shape.

The Khonsa transport department urgently needs five new buses to cater to the ever growing needs of the people. There are five routes through which these buses ply mostly to Assam. Some buses also ply to the villages wherever there is good road connectivity. There are a number of new routes but for want of new buses they are not used by the department. The net revenue earned for the financial year 2013-2014 was Rs 71,00,000. Since Khonsa is situated only 75 KMs from Naharkatia in Assam, people frequently go to Assam for medical treatment, marketing and education. So, the poor people have to avail the state transport services. When contacted the Senior Superintendent of State Transport, Khonsa T. Ruttum said that the department was facing great hardships for want of new buses and that there was a great pressure from the public. DIPRO, Khonsa

 

Governor's intervention sought   

ITANAGAR, Oct 27: The Arunachal Students Federation (ASF) has called for the Governor's intervention towards the alleged rampant misuse of public money by the ruling government.

In a memorandum submitted to the Governor, the ASF expressed fear that Chief Minister might misuse public money to save his Government.

Alleging that the state government is pressurizing the government officials to pay all pending bills of PDS contractor from the upfront payment made by private hydro power developers, the Federation said  the upfront money should be used for developmental work.

The memorandum appealed the Governor to intervene and give necessary direction to the finance department to not misuse such public money.

 

Karbak meets Food and Civil Supplies officials

ITANAGAR, Oct 27: Parliamentary Secretary, Food and Civil Supplies and Consumer Affairs, Nyamar Karbak today inspected the Directorate office of Food and Civil Supplies.

Newly inducted Parliamentary Secretary interacted with officials including Director, Lyon Borang and other officials to understand the issues being faced by the department. Calling upon the officers and staffs to work in close coordination, Karbak said, "We need to initiate innovative activities to take the department forward".  Karbak reasoned that Food and Civil Supplies department can flourish if innovative ideas are applied.

The Parliamentary Secretary added that the department has a larger responsibility to play a greater role as many poor and downtrodden people are relying on the department in terms of food grains.

Admitting that there is a wrong perception among people over the department due to the infamous PDS case, he added that however the onus is on the staff to shade off the dented image.

Director Lyon Borang and Deputy Director Tojir Kadu shared problems and difficulties being faced by the department in the interaction.

 

Wildlife awareness campaign at Pipsorang

ITANAGAR, Oct 27: A ten-member team of Pipsorang Area Natural Resource Preservation and Tourism Promotion Society left here for Pipsorang circle of Kra Daadi district to generate awareness among the villagers of the need to conserve wildlife, forests and natural resources for survival.

The team is also planning an expedition for mountaineering exploration in high Kongo Raba Mountain range next month.

First Everester from Arunchal Pradesh Tapi Mra, who flagged the team here today, appealed to the public/villagers to extend cooperation to the team. He also appealed to the public of Giba, Nacho and Siyum of Upper Subansiri district to refrain themselves of hunting wildlife and not to cross the boundary with adjacent Pipsorang circle for hunting purposes.

 

ARTIAF expresses doubt over SIT report

ITANAGAR, Oct 27: The Arunachal RTI Activist Forum (ARTIAF) has expressed doubt over the enquiry report submitted by the SIT to the Governor on the alleged irregularity in the six month's Survey & Settlement training courses under Land Management department.

The forum had alleged that more than 30 non-APSTs were sent for the training course under APST quota.

It claimed that the enquiry report has many loopholes.

We have never made allegations on financial irregularity but the report concludes with financial matters, it said.

The SIT authorities could not provide the relevant documents such as order copy for formal constitution of SIT, statement copy of Non-APST trainees and other APST youths who were sent for the training courses, the forum claimed.

Meanwhile ARTIAF has further appealed for immediate appointment of state chief information commissioner saying that the post is lying vacant after the former CIC YD Thongchi completed his tenure.

 

RGU to host NEEA conference

ITANAGAR, Oct 27: The 17th Annual Conference of North Eastern Economic Association (NEEA) will be held at Rajiv Gandhi University, Rono Hills on October 30 and 31.

The major theme of deliberations will be Labour Market Issues with special reference to the northeast India and Issues in Health Economics in the region.

The Conference will provide an opportunity to young researchers and teachers from this remote part of the country to get exposure to good discourse and lectures by reputed economists and policy makers of the country.

Noted developmental economists, Prof Barbara Harriss-White, from the University of Oxford, UK will deliver the inaugural address on 'Questioning work and wellbeing in the informal economy'. He would also deliver a special lecture on the second day of the conference.

More than 100 scholars/academicians from different parts of North East and the country are expected to participate in the conference.

Chief Minister Nabam Tuki will attend the inaugural function.

RGU is hosting the NEEA conference for the second time after ten years.

The Conference is being organised by the Department of Economics, Rajiv Gandhi (Arunachal) University.

 

241 treated in 2 medical camps

ZIRO, Oct 27:  All together 241 patients were treated and 21 children vaccinated in two medical camps organized by Mobile Medical Unit of the District Health Society, Lower Subansiri recently.

DM bans carrying of lethal weapons in Tezu

ITANGAR, Oct 27: Lohit District Magistrate in an executive order prohibited carrying of licensed fire arms and lethal weapons, like dao, knife, khurki etc by any individual with them or in their vehicle (s) within the jurisdiction of the District Magistrate with immediate effect. The prohibitory order has been issued as a precautionary measure to prevent any kind of untoward incident during the 14th Tadar Tang Memorial State Level Football Tournament scheduled to be conducted at Tezu from November 2 to 12.

It further directed to close down all liquor shops, including wholesalers on November 11 for Diwali.

The prohibitory order will remain in force until further order.

 

Nyedar Namlo training

RAGA , Oct 27: The two days orientation programme on Spiritual Leadership Training cum Fundamental Guideline and Prayer Code of Conduct for AANE DONYI followers was conducted at Raga Nyedar Namlo under Lower Subansir District from Oct 24th to 25th.

More than 120 believers alongwith Namlo Priest from Godak, Bowa-shimla and Raga participated in the training programme. A team of resource persons headed by Member Research Council, Executive Council Central Nyedar Namlo, Nabam Tata imparted the training to the participants.

Executive Council Central Nyedar Namlo, Secretary General, Tagu Tana Tara, highlighted the concept and importance of Nyedar Namlo and advised the participants to uphold the traditional culture with change and continuation which will identify our identity in years to come.

Earlier, similar programme was conducted at Kheel Nyedar Namlo under Toru Circle of Sagalee Sub-Division of Papum Pare District.

 

Call to expedite smart city projects

PASIGHAT, Oct 27: Pasighat East MLA, Kaling Moyong, who is presently camping in New Delhi, has urged the local people to take collective responsibility to develop the Pasighat as a 'model' Smart City.

He is optimistic that implementation of Smart City project at Pasighat would improve the living standard of the people besides generating employment avenues for the people of the state.

State BJP sources informed that MLA Moyong is moving the Centre for early release of fund for the central sponsored schemes in various departments. It was also informed that Moyong is also moving the Union Ministry of Urban Development to speed up Smart City work at century-old Pasighat town.

Adi Baane Kebang (ABK), Adi Students Union (AdiSU) and other local organizations have submitted feasibility reports and geographical advantages of Pasighat area for development of Smart City to the High Power Committee.

Meanwhile, Moyong expressed grave concern over frequent occurrence of fire accidents in and around Pasighat and instructed district administration to look into the matter and initiate proper relief and rehabilitation measures for the victim families.

 

GOC-in-C Eastern Command visits forward areas of Arunachal

ITANAGAR, Oct 27: General Officer Commanding-In-Chief (GOC-in-C) of Eastern Command Lt Gen Praveen Bakshi today visited the forward areas of Arunachal Pradesh, including Tenga and Tawang bordering China.

During the visit, he interacted with the soldiers deployed in high altitude areas and also took a first-hand briefing from personnel in the forward areas.

The Lt Gen would also be visiting Rangiya during the course of his three-day visit to the 4 Corps zone, a defence communique said.

The Eastern Army Commander who arrived at Tezpur in Assam's Sonitpur district last evening was received by Lt Gen Sarath Chand, GOC 4 Corps, it said.

He held discussion on wide ranging issues with the senior officers of the Gajraj Corps. PTI

 

Memo submitted

ITANAGAR, Oct 27: The All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA)  has  today submitted  a memorandum to the state government demanding enhancement of  grade pay of all categories of operational staff,  enhancement of leave from 30 to  60  days, modification of recruitment rules of all categories, sitting of DPC for all categories and immediate halt on direct appointment  of all categories etc.

The AAPSTEWA further strongly condemned the assault on the staff of APSTS while on duty at Sadiya, Assam and urged the state government to take strict action against the culprits involved.

 

Army's health camp at Chayangtajo

ITANAGAR, Oct 26: The Indian army is conducting health camp at Chayangtajo town. The camp started on 23rd of this month and will continue till 30th. More than one thousand patients have taken advantage of camp so far.

Besides health camp army also conducted weapon display and put up CSD canteen for the benefit of locals. Chayangtajo Additional deputy commissioner Ashok Tajo is coordinating the whole event. The army team from 4 Core, 71 INF Div, 106 infantry brigade 10 Bihar is conducting the whole programme.

ITANAGAR, Oct 27: Informing that a house belonging to Mogi Kena at Baririjo was burnt to ashes, the All Maro Baririjo Area Students' Union (AMBASU) has sought immediate relief for the victim.

It informed that the victim is now homeless as he could not save anything.

Pema Khandu resigns, accuses CM of failing to deliver

ITANAGAR,  Oct 27:  UD, Tourism Minister Pema Khandu has resigned from Nabam Tuki ministry. In his scathing resignation letter to the Chief Minister, Pema wrote "I am to bring to your knowledge that the Government under your leadership has miserably failed to live upto the expectations of the general public of Arunachal Pradesh. There is no democracy within the Party MLAs nor political stability due to which governance in the State is at its lowest".

In another statement to the media, Pema Khandu states that "at a time when Arunachal needs to stand together and chart its destiny, what we see instead is self-interest and political ambition take precedence over ideas of democracy and right to question. When on the one hand we had promised greater good in governance, today's leadership appears to be motivated more by personal interest. It is under these suffocating and extremely painful and unacceptable circumstances that I have, therefore, tendered my resignation from the post of Cabinet Minister in the council of Ministers of the present Government on moral grounds in the larger interest of the people of Arunachal Pradesh".

"The adamant attitude of the present leadership and its inability to bring about any change in the deteriorated political scenario has pained me very deeply. And today, my conscience and my sense of responsibility to the public do not permit me to associate myself any longer with this kind of leadership and to be a party in causing any more harm to our State", the statement continues.

The recent episode of obtaining signatures of MLAs to be used as "Resignation letter from the post of MLA" in the event of their questioning the legitimacy of his leadership is a vulgar example of his blatant misuse of unbridled power and wicked designs of strangulating democracy within the party which is unprecedented, unheard of and totally unconstitutional, the statement read.  "As is evident, the ineffectual leadership of Nabam Tuki has resulted in the colossal loss of people's faith in the Government." Pema added in the statement.

He further said "payments by government to contractors and other stakeholders in the state's developmental process are inordinately delayed. Government employees who constitute the largest chunk of the working class in the State are austerely paid for the services rendered, and some even have to go without salaries for months".

Fear and insecurity has become a constant feature of our lives, he says citing "regular cases of abuse, manhandling and assault by miscreants".

Pema's resignation is the latest in the series of dissident activities within the Congress Govt. Four Ministers have already been sacked while the fate of two MLAs is being decided by the court after following a resignation drama.

 Son of Late Chief Minister Dorjee Khandu, Pema was made a minister, in May 2011, after his father died. The Tawang MLA, who was a businessman before joining politics has been elected uncontested twice to the Legislative Assembly.

 

 

Assault on traffic police personnel on the rise

ITANAGAR, Oct 27: At least three traffic Police personnel have been assaulted this month alone.

The head constable (HC) of traffic cell, Naharlagun police station, DR Yadav, was yesterday brutally attacked by one Marchu Mosi. The incident took place near Max Mart Shopping Mall, Naharlagun. As per the Naharlagun police source, Mosi who drives auto reacted violently when Yadav caught him for wrong driving.

"There was massive traffic jam at Naharlagun and HC Yadav was trying to manage the traffic. Instead of cooperating with traffic officials, the accused assaulted head constable," informed officer in charge of Naharlagun PS.

The police have arrested the accused and he has been sent to three days police custody. The unfortunate assault on traffic police officials are increasing in the state capital. In the last one month only, several cases of assault on traffic officials have been reported.

In the first instance Nabam Ram, a traffic warden of Naharlagun was assaulted by one Mara Mangam. Police lodged a case and assaulter was arrested.

On 13th of this month, Bida Pachang, who is also a traffic warden of Naharlagun was assaulted by the driver of vehicle (registration number ARO1F-8934). Even though driver managed to escape, the police have impounded the vehicle and have registered  a case at Naharlagun police station. The frequent attack on traffic police is demoralizing the men in uniform. "The traffic officials are doing their duty with utmost sincerity. Capital complex often witnesses traffic jam and it is very difficult to manage traffic here. If road users do not obey traffic officials and keep on assaulting them, then how will they perform their duty," stated Jummar Basar, SDPO, Naharlagun.

 

 

Tuki seeks Centre's intervention on

Chakma-Hajong issue

NEW DELHI, Oct 27: Chief Minister Nabam Tuki this evening called on Prime Minister Narendra Modi here and submitted a letter requesting the Centre's intervention to bail out the state government from the situation arising out of the Supreme Court directive to grant Indian citizenship to Chakmas and Hajongs and their permanent settlement in Arunachal Pradesh.

Tuki said in the letter that the verdict has come as a big blow to the people of Arunachal Pradesh and informed of the agitations against the same throughout the state by the Civil Society, NGOs, student unions and political parties.

"There has been a perception and rightly so that the socio-cultural fabric of Arunachal Pradesh will be considerably altered if this order is implemented," he pointed.

The Chief Minister explained that the Chakma and Hajong refugees, who had migrated from Bangladesh to India during 1964-69, were settled by the then Assam Government in the then North East Frontier Agency (NEFA). The arbitrary grant of settlement to these refugees has always been a contentious issue which is being examined for resolution by the Centre as well as the State Government. The Centre had constituted a High Powered Committee (HPC) and several committees were also formed locally to examine the issue.

"When the HPC is yet to submit its report on the issue, the Hon'ble Supreme Court on 17th September, 2015 delivered a judgment directing the Government of India and Government of Arunachal Pradesh to finalize the conferment of citizenship on eligible Chakma-Hajong refugees within 3 months," Tuki expressed surprise.

He submitted that the judgment takes away the special protection given to the tribal community of Arunachal Pradesh and defies the object of having an 'Inner Line Permit' to enter the State. The Supreme Court while hearing the matter could not get full assistance from the Lawyers of Government of India and State of Arunachal Pradesh since the Hon'ble Court did not agree for an adjournment sought by the Government of India Lawyers. The case was suddenly listed after one and half years of its last listing, he said.

Tuki further pointed that the earlier judgments of the High Courts of Guwahati and Delhi allowing the Chakmas to be given voting rights without being the citizens of the country, which were relied upon by the Supreme Court, are also in contravention to provisions of the Representation of Peoples Act, 1950.

He informed the Prime Minister of the all-party meet held at Itanagar after the Supreme Court judgment that opposed the verdict and authorized the state government to take all necessary steps to legally and constitutionally fight against it. The same resolution was adopted by the State Cabinet and it was decided that the State Government would file a Review Petition which has been done a couple of days ago.

He requested the Prime Minister to direct the concerned to file a Review Petition against the present case and a curative petition in the previous case.

"This would be a step towards saving the rights of Protected Indigenous Tribes and in consonance with Constitution of India and various other Acts and Rules giving special protection to the native Tribal Community," Tuki observed in the letter.

Prior to calling on the Prime Minister, Tuki had a meeting with Home Minister Rajnath Singh at North Block on the same issue and urged the Union Home Ministry to support the state government in reaching a resolution to the conflict situation in the aftermath of the Supreme Court verdict.

The Union Home Minister assured Tuki that the Ministry will soon hold a meeting to assess the situation arising out of the Supreme Court verdict and resort to amicable resolution of the problem.

 

 

City police bust drug gang, recovers 135 kg cannabis

ITANAGAR, Oct 27: A drug peddler identified as Ayuddin Ali alias Ainuddin, 25 years from Dekiajuli, Assam was arrested at Banderdewa with 10 bags of cannabis (135 kgs) by city police on Monday. The arrest reflects the involvement of local people in drug business.

Acting on a tip off, a team of police led by SI P Nobin Jomoh, Naik D.S Dutta, Naik L.B Singh, Ct. K. Verma and Ct. Taba Tate under the supervision of SDPO Naharlagun Jummar Basar and OC PS Banderdewa SI K. Yangfo swung into action and busted the hideout near UCO Bank and recovered 10 bags of Cannabis (Ganja) weighing 135 kgs. A suo motto case has been registered with PS Banderdewa Case No.30/15/u/s 20(b) (i) of NDPS Act.  Police source revealed that as per the statement given by accused, the cannabis was brought from Sagalee Sub-Division and Mengio circle under Papum Pare district. After acquiring from the suppliers (believed to be local), through Doimukh-Gumto road, the accused would smuggle out the drugs to various towns such as Silapathar, Dhemaji, Gogamukh and Tezpur in Assam on higher price, added police. So far three drug peddling cases has been registered with Banderdewa Police Station in which involvement of women in transporting and peddling the cannabis were reflected, said the city police.

Capital Complex SP Devendra Arya appreciated the team for busting up the peddler.

 

 

Kumar Waii wants Tuki out, to

approach AICC  for help

ITANAGAR, Oct 27: The political crisis in the state refuses to die down with Congress MLA from Bameng, Kumar Waii expressing grave disappointment with the leadership of Chief Minister Nabam Tuki. Waii, who was recently dropped from the Tuki ministry, informed that he is going to approach Congress High Command for leadership change in the state. He said that a decision on the subject might take place after Bihar election.

Waii was addressing media persons at Press Club, this afternoon.

"I trusted him with his leadership but everybody is now aware of his mismanagement and the economic problem that the state is facing," he said stating that he had a major role to play in the making of Nabam Tuki, the CM.

He attacked the CM for holding responsible the Centre and the NITI Aayog for poor financial management in the state and said that fund comes every month before 4th.  "It is wrong for him to blame the Centre and the NITI Aayog for the financial mismanagement in the state. The fund comes every month before 4th that too twice the amount that was paid earlier but where does the money go? There is no accountability," he said mocking on the fact that Tuki also holds the post of finance minister in the state. He alleged that there has been no AOP for the last two years.

"Even the high command knows that he cannot run the government," he lamented.

He blamed the financial crisis for the increasing law and order problem in the state.

Criticizing the CM for the recent change in his cabinet, he said, "If you cannot take care of your own ministry, how will you run a government?" He opined that Tuki should resign from his post.

Waii, however, refrained from sharing any info on who their new leader will be and said he is only concerned with the change in leadership.

He denied that the rebel group is heading towards BJP and said that there would be no change in the party.

He further appealed community based organizations to refrain from involving in politics.

"Otherwise it becomes communal," the former minister further added.

 

 

CoSAAP demands early arrest of

culprit involved in DDSE assault case

ITANAGAR, Oct 27: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) has strongly demanded the state government to book the culprit involved in the assault on DDSE, Marken Kadu on October 23 last under stringent sections of law within Nov. 1st, failing which it has threatened to launch a pen/tool down strike on Nov. 3 next.

Addressing media persons at the Press Club here today, CoSAAP president Pate Marik reiterated the federation's demands which include; immediate arrest of the culprit, expulsion from Congress Seva Dal membership and non-entertainment of bail petition etc. and said that the federation could no longer remain a mute spectator and want to give a clear message to the anti-social elements that it will never tolerate such attacks on the government employees. The members of the federation have earlier today in front of staged a peaceful dharna at the state Secretariat to protest against the assault on the DDSE.  

The federation also submitted a memorandum to the state Chief Secretary regarding non- implementation of central government service rule and revised pay rules in the state. The memorandum included demands for implementation of FR 56 i.e, to raise the  retirement  age to 60 years which has the support of  Arunachal Pradesh Statehood Act, 1986 (Section  46) and Arunachal Pradesh government's  adaptation of  laws order, order no.4 of 1989,  grant of  admissible  allowances like transport and children education allowances etc, withdrawal of NOC system in promotion and retirement matters which have been adversely affecting a large group of employees over timely promotions and clearance  of retirement dues etc. Marik said that the state government despite, attaining statehood since the last 28 years has not implemented central government service rules in the state thereby, depriving the state government employees of their genuine entitlements. Terming the lackadaisical attitude of the state government in implementing the central government service rules as gross injustice, Marik further appealed to the state government to make appropriate strategy for early implementation of 7th pay commission in the state.

While speaking on the issue of increasing the retirement age of government employees from 58 to 60 years, Marik argued that the state government can save crores of rupees which the government had to otherwise, pay to retiring employees every year. However, despite repeated appeals the state government has not shown any interest in solving the problems of its employees, he rued and informed that the federation will resort to state-wise pen/tool down strike in a phase-wise manner beginning Nov 16 next with a one-day strike followed by two-day strike on Dec 16th & 17th and a four-day strike on Dec 21st to 24th. In case of non-fulfilment of their demands the federation will further launch an indefinite state-wide pen/tool down strike starting from Feb 1st 2016, Marik added.   

ATA unit condemns physical attack on DDSE

Meanwhile Press releases condemning the recent physical assault on Marken Kadu, DDSE, are still pouring in from the teaching community and various other associations.

The West Siang unit of Arunachal Teachers' Association (ATA) while expressing shock over the incident demanded strong action from the district administration to arrest the assaulter at the earliest and book him under appropriate section of the law. Aalo DIPRO adds.

All Arunachal Contactors Welfare Association (AACWA) while expressing solditary with the victim appealed political parties not to take the matter on communal or party line.

"Let the law take its own course," the AACWA said in a release and favoured for thorough investigation into the matter to unearth the causes and circumstances that led to the incident.

 

 

CM’s Panel on central schemes submits report to PM

NEW DELHI, Oct 27: On behalf of the sub-group of Chief Ministers on Rationalization of Centrally Sponsored Schemes, the Chief Minister of Madhya Pradesh, Shivraj Singh Chouhan, today presented to the Prime Minister Narendra Modi, the final report of the sub-group of Chief Ministers on rationalization of Centrally Sponsored Schemes (CSS).

The sub-group comprises the Chief Ministers of Madhya Pradesh, Arunachal Pradesh, Jammu and Kashmir, Jharkhand, Kerala, Manipur, Nagaland, Rajasthan, Telangana, Uttar Pradesh and the Lt. Governor of Andaman and Nicobar Islands.

The Chief Ministers of Arunachal Pradesh, Jammu and Kashmir, Jharkhand, Manipur, Rajasthan, Telangana, and the Lt. Governor of Andaman and Nicobar Islands were present.

The Prime Minister complimented the Chief Ministers for their efforts.

The Sub-Group of Chief Ministers on the rationalization of Centrally Sponsored Schemes (CSS) was constituted on March 9, 2015 by the Prime Minister in pursuance of the decision taken in the first meeting of the Governing Council of the NITI Aayog held on February 8, 2015. Madhya Pradesh Chief Minister Shivraj Singh Chouhan is its convener. NITI Aayog Chief Executive Officer (CEO) Sindhushree Khullar is the coordinator of the sub-group.

Major Recommendations

# Focus of CSS should be on the Schemes that comprise the National Development Agenda where the Centre and the States will work together in the spirit of Team India.

#  From now onwards, the sharing pattern should be:

For Core Schemes

a) For 8 NE and 3 Himalayan  States: Centre: State: 90:10

b) For other States: Centre: State: 60:40  

c) For Union Territories: Centre: 100%

For Optional Schemes

a) For 8 NE and 3 Himalayan States: Centre: State: 80:20

b) For other States: Centre: State: 50:50

c) For Union Territories: Centre: 100% .

 

 

Aboh sanctions funds for Panchayat blocks in Tirap, meets HoDs

ITANAGAR, Oct 27: Minister for DoTCL and Mining Tirong Aboh has announced sanctions for all the seven panchayat blocks in Tirap district from DoTCL for the development of the blocks.

Earlier, all the ZPMs including Tirap ZPC Chawang Lowang had called on him at Khonsa on October 26th and apprised him about the pressing problems of the PRI bodies and the district as a whole.

The minister requested the ZPC and the ZPMs to ensure proper implementation of the various schemes under their blocks and urged them to monitor and supervise the work so that the schemes actually benefit the people. Aboh also sought for the HoDs and other staff to remain in the station as this was the working season. He assured all possible help and support from his side saying that he would address the problems of all the Panchayat Blocks without any discrimination.   

The ZPMs Lengang Lowang, Windong Sawin, Ngamcha Kamhua, Ngilang Songthing, Sontung Lowang Bangsia and Ngoke Hodong urged the minister to address the multifarious problems facing the district. Discussions were held on development matters pertaining to the district.

Meanwhile, in a separate meeting with the Heads of Departments (HoDs) of the district at the DC's conference hall today, Aboh exhorted the officers of various departments to work in coordination to ensure proper implementation of the government schemes.

He said that the Chief Minister had asked him to convey to the HoDs of Tirap regarding sanction of Rs 1 crore each for Tirap, Changlang and Longding districts under DoTCL for speedy development of the three districts. The fund has been sanctioned to address the need base problems of the district, the minister added and asked the departments to utilize the funds judiciously and in a transparent manner.

While appealing to the officers to extend their full cooperation to the state government, Aboh said that the benefits of the government schemes must percolate down to the poorest of the poor. He assured that there would be no dearth of funds for the development of TCL. The minister further urged the work departments to contribute towards renovation and improvement of the lone District Hospital.

Earlier, Tirap Deputy Commissioner Ravi Jha asked the departments to submit schemes which were need base and truly beneficial for the people. DIPRO

 

 

Legal awareness cum legal aid camp for HGB and GBs

ITANAGAR, Oct 27: A daylong Legal Awareness cum Legal Aid Camp was organised for the Head Gaon Burah and Goan Burahs by the Arunachal Pradesh State Legal Services Authority (APSLSA) in coordination with Apatani Youth Association, Ziro (AYA) and District Administration at Hapoli on October 26, 2015.

The camp was attended by nearly 118 members.

Lower Subansiri Deputy Commissioner, Kangki Darang addressing the camp stated that the training programme for the HGB/GBs would go on a long way in helping the HGB/GB members in the proper adjudication of justice in the district and he further called upon the members present to discharge their duties fairly.

AYA President, Taku Chatung requested the participants to make full use of the training and to clear the various doubts about their roles and responsibilities as a HGB/GB.

The camp was attended by District & Sessions Judge, and Member Secretary, State Legal Services Authority, Budi Habung, APSLSA, OSD and Deputy Secretary, Law and Judicial Dani Belo, Judicial Magistrate First Class, Yingkiong, Habung Tangu, Advocates Rosy Taba and Tanyang Tado, AYA president Taku Chatung and other AYA body members.

During the day long programme, talks on the overview of the Assam Frontier Regulation, 1945, which included discussions on role of GB in delivery of justice, post judiciary separation status were deliberated. The resource persons also spoke on the Legal Aid, services provided by the Legal Services Authorities in the districts.

Judicial Magistrate First Class, Habung Tangu spoke on Lok Adalats and its importance in the context of large number of litigations in the state. Advocates Taba Rosy and Tanyang Tado spoke on plea bargaining under the Criminal Law.

APSLSA, OSD, Dani Belo spoke on Arunachal Pradesh Victim Compensation Scheme, 2011 and procedures to avail the same.

The training ended with the interaction programme wherein clarifications raised by the participants were addressed to by the resource persons.

 

 

Anti Tobacco School Health programme in East Siang

ITANAGAR, Oct 27: The District Tobacco Control Cell (DTCC), Pasighat in collaboration with Volunteer Health Association Arunachal Pradesh (VHAAP) recently conducted an Anti Tobacco School Health Programme in East Siang district.

The objective of the programme was to create awareness among the school going children about ill effects of tobacco usage and consumption of tobacco products. A total of 15 schools are targeted in the programme out of which 9 schools have been covered. A total of 2356 students and 61 teachers from various schools participated in the programme conducted from 15th October 2015 which concluded today.

The resource persons highlighted COTPA on 2003 and also stressed on Section 6 (a) and 6 (b) in which Sale of Tobacco products to persons under the age of 18 years is prohibited and sale of the tobacco products are prohibited in an area within radius of 100 yards of any educational institution respectively. Resource person also focused on psychological effects on consuming tobacco products and how it is detrimental to young minds.

The resource persons were Psychologist, Dagrik Gara, Social Worker, Dani Yakang, Consultant, Nani Sunia and DEO Benzamin Tapak, while the programme was initiated by DMO cum Member Secretary, District Tobacco Control Cell, East Siang, Pasighat Dr. M. Perme.

 

 

Arunachal Sporting Club, Devil Boys FC champions in U-13 and U-16

ITANAGAR, Oct 27: Arunachal Sporting Club and Devil Boys FC were the U-13 and U-16 champions respectively in the Sunfeast Cup Football Tournament which concluded at RG Stadium, Nahalrgun today.

Arunachal Sporting Club defeated BK Sports Academy 3-2 via penalty shootout in U-13 category after both the teams played out a 1-1 draw in regulation time.

Devil Boys FC beat VKV PTC FC 2-0 to become champion. The winning team entered into the final defeating Artrus FC 3-2 through penalty kick in the semifinal while VKV PTC FC reached the final beating Tarh Khu FC 5-4 via penalty shootout.

Phassang Tugung of BK Sports Academy became highest scorer with three goals in his kitty in U-13 while Likha Taji of VKV PTC FC was the highest scorer in U-16 category.

Suraj Chetry (U-13) of Arunachal Sporting Club and Majik Tachung of Devil Boys FC were declared best goalkeepers.

Kipa Niba of Arunachal Sporting Club and Tadar Achi of Devil Boys FC were adjudged as best coaches.

Enough of beef controversy

The beef controversy has potential to damage the social fabric of the nation. Just as nation was recovering from the shocking killing of a Muslim man at Dadri over allegation that his family consumed beef, now Kerala house at Delhi is being targeted by fringe elements. Yesterday Delhi police along with member of Hindu Sena raided Kerala House. The fringe group alleged that beef was being served at Kerala house. However, house authorities clarified that only buffalo meat is served, which is not illegal and not the cow meat as alleged by the Hindu Sena.

 The Kerala government condemned the raid with Chief Minister Oommen Chandy saying it was wrong on the part of the Delhi Police to raid a state-run guest house. The police should have followed the protocol, if there was a complaint, Kerala Chief Minister said. A group of MPs from Kerala today staged a protest outside the Kerala House against Delhi Police action.  Chief Ministers of Delhi and West Bengal have also raised question over the raid. They alleged that raid is violation of the federal structure of India. In this particular case Delhi police should have consulted Kerala house officials before conducting this kind of raid. The over enthusiasm of Delhi police on such sensitive issue does not augur well. They should stop indulging in moral policing. There are so many other serious issues which need urgent attention of police. Also its time union government comes down hard on these fringe elements. These groups cannot take nation to the ransom by indulging in such nefarious activities. Their communal agenda is harming the image of India.

India must safe guard her own diplomatic interests

Dear Editor,

The seminal article, Pranab’s West Asia Tour: Firm tilt towards Israel (October 25) by Parul Chandra is greatly appreciated for the information and analysis provided. However, couple additional points are presented here to further the political debate and discussion on India’s tilt towards Israel. Every sovereign nation on this planet develops her foreign policy based on the realities of the current global geo-political situation and with a long term objectives of her personal socio-economic and socio-political gains. It is extremely foolish for any nation to stick to any policy without critically reviewing it from the realties of the present time and from a long term implication perspective. Diplomatic relationship change from time to time and there is no need to unnecessarily blow big horns for India’s friendly engagement, cooperation and collaboration with Israel.  India has not officially withdrawn her support for the Palestinian cause neither has she made any public statement against either Israel or Palestine other than indicating that India looks forward for a peaceful solution to the critical problem through friendly engagement, peaceful dialogues and discussions. Neither did India provide any vocal support regarding Israel’s aggressive stance or retaliations by Palestine and Arab world. India must safe guard her own diplomatic interests and should not be entangled directly or indirectly into an extremely complex politics of West Asia; and ethnic and/or religious divide between foreign nations. As an independent, sovereign nation India has the right to protect her vital interests and security concerns; and establish cooperative relationship with any nation that suits her current needs. Now the question arises why should India tilt towards Israel and whether it is appropriate or not. For several decades, India has supported Palestinian and Arab causes unconditionally; and what did she receive in return for that; only covert support of several Arab nations in strengthening cross border terrorism in India through the ‘global bad boy’ Pakistan. None of the Arab nations ever protested and stood alongside India in her plight for fighting cross border terrorism in her land causing loss of several precious lives and public properties and resources. India in spite of having 12% share of global Muslim population has been blocked at the behest of Pakistan in becoming a member of the powerful Organization of Islamic Cooperation (OIC), an union of 57 nations. Most high profile criminal fugitives from India have found safe haven in many of the Arab nations. One needs to ask this pertinent question that why India should always follow an archaic and outdated foreign policy that does not serve any long term interest and ambition for the nation. On the other hand diplomatic, military, security and technological engagements with Israel brings in multiple long term benefit for the nation. If India has tilted towards Israel, it is not the failure of India’s diplomacy; but the failure of the Arab League and allied organization’s to cater to any necessary need of India in the past. It is an example of division among Arab nations and their selfish divided interests. Support could not be one sided but mutual. If the Arab nations never cared for India’s plight in the past, why should India keep hanging to an old useless ideology of supporting someone for no strategic and diplomatic benefit to the nation at all! This also sends a powerful signal to the Arab world that they also have to recognize India’s rise as a global power and accommodate India in several of their regional problems in equal terms. Disputes between Palestine and Israel must be settled by themselves and India like other progressive democracies in the world should not take any side. At the same time, PM Modi must be applauded for his new and dynamic foreign policy that has changed the global profile of India substantially and would certainly bring in future economic, strategic and diplomatic benefits for the nation. We have to understand that the global political platform is dynamic and ever changing and to remain relevant one has to take appropriate policies according to the need of the time. Nothing is written on stone and one has to be flexible and dynamic in diplomacy rather than being fixed and unconditionally dedicated.

Unfair conduction of exam

Dear Editor,

Through your daily, I would like to let the people know about the recent PWD J.E Exam and how it was unfairly conducted by the department itself.

There was no restriction of mobile Phones inside the examination hall whereas it was clearly instructed “mobile phones and other electronic gadgets like laptop, Tab, iPod, smart watch etc will not be allowed inside the examination hall”.

But in front of examiners, candidates easily used mobile phones, availed the internet and examiners acted like they were blind and sometime examiners itself answered the questions.

Candidates copying easily from the distance of 2-3 meters away from each other in loud voice and again examiners acted like blind. It was like a Fish Market where there were no rules and regulations.

Now, the question is that how and on what basis they will measure the knowledge of deserving candidates? What is the use of conduction of exam if it not conducted fairly? And all credit goes to PWD as they really are doing work for Public!

Was the dinner worth it?

Dear Editor,

After the unfortunate death of N. Tingkhatra, Gabriel D.Wangsu was elected as the MLA of 58th  Kanubari Assembly, who was considered by the Congress party as the best person to represent the constituency.

But we were shocked to know that Wangsu resigned from the state Assembly which was accepted by the Assembly speaker. We just wanted to know how come an elected representative on whose shoulder the entire responsibility of Kanubari constituency is vested could simply give away his resignation in a dinner party of Chief Minister.

Was it worth for Wangsu to give away an MLA seat for a dinner?

Nabam Tuki came to Kanubari during the election campaign to seek vote for Wangsu with lots of fan fare. What happened, Mr. Chief Minister, to your favorite candidate for whom you have invested a lot to make him win the by-election by involving every government machinery at your disposal? Is it a nexus between you and Wangsu to deprive development in Kanubari constituency?

People in every nook and corer of Kanubari constituency, irrespective of party affiliation are totally disappointed and in a fixed with the move of Gabriel D.Wangsu and his resignation is the talking point of everybody in the constituency.

Wangsu has taken the people of Kanubari for a ride. He doesn’t have respect for public mandate. People are really offended. Please don’t take the public of Kanubari constituency for granted. People don’t appreciate such kind of disgusting act of Wangsu, who do things at his own whims. We seriously condemn the action as anti-people. Such people should not be involved by any political party in the future.
